Balanced - little of all

Same way Admirals work.

I don't really think you want to go down this road, Master of Orion 3 went down this road. And we all know how that turned out.

I agree. How about a way of marking systems on the map to distinguish (spelled that right the first time) where you are focusing construction. Also, I believe that auto construction/trade sliding per planet has been requested. I think both would cover this request.

Admirals: They confer bonuses or penalties through traits to certain missions. They do not automate anything
Governors (as you are sugesting with regards to reducing micro): automates the construction/trade/terraforming sliders.
Your suggested governors are in no way same as admirals.
Unless you meant governors in the way Moo2 did it (and heroes in Moo3), where they would conver bonuses or penalties to the planet but NOT automate anything.

there is virtually nothing to 'automate' with your planets anyway. Set the sliders - done. All that really needs is an alert to let you know they've finished terraforming so you can set the slider that one time. Any more slider setting you want to do past that, and a 'govenour' (sic) wouldnt know what it was you were expecting it to do, and you'd have to do it anyway.
